    Atrocity is when an act is done because the person is SC/ST—for example public humiliation, threats/assault, damage to property, or social/economic boycott. PoA applies only when the caste/tribe motive is clear. A routine quarrel, personal enmity or a road/water dispute is not PoA unless a caste motive is shown.

    When is it an “atrocity case”?

    PoA applies only when three things line up together. Think of it as a “3-check rule”:

    • The act is listed under PoA — e.g., public humiliation, threats/assault, property damage, social/economic boycott, etc.
    • The motive is the SC/ST identity — the victim was targeted because they are SC/ST (caste slur, being singled out, caste angle even in prior dispute).
    • The FIR carries the correct PoA sections — facts/words/witnesses are recorded and the relevant Section 3 clauses are applied.

    If any link is weak, clarify it in the FIR/inquiry in writing—follow the steps below:

    1. Give the police/IO a written request to add/correct PoA sections; record exact words, date-time, place and the reason (“because of SC/ST identity…”).
    2. Attach proofs — witnesses with phone numbers, photos/videos/audio, MLC/medical, panchnama/valuation for property damage.
    3. Always take an acknowledgement/diary number and keep copies—this record is crucial for further action and compensation.
